She is passing bread out with her bare hand. Part of the propaganda system. Like the food bank in America. We appreciate the food, but it's still got issues of propaganda and false intent. Corporations get to dump off food near expiration date for a tax deduction where as they would have to throw it away. The food is repetitious and not necessarily healthy. When I go to the doctor he is very critical of what we eat. Our churchs get food from the same place. There's plenty of food but not healthy. It's ok for me because I use my other resources to fill in. But I wonder what is the real purpose. It ain't because they care about us.

I have some reservations about why a piece of bread is given to each child. You are right. Some of those samaritans are erasing their guilt when they visit Africa.
