The problem with this is that we are talking about governments and they did not have a good track record of keep promises at all. Hell, look at us. They are most likely a recession, and the government is sending money to everyone but the States.
GOOD…THESE BILLIONAIRES ARE RESPONSIBLE FOR CLIMATE CHANGE AND POVERTY…LET THEM FOOT THE BILL FOR FIGHTING THEM
I think the new tax should be aimed at or called Corporate Social Responsibility so companies such as Shell, Halliburton etc. and other multinationals who bleed the poorer countries of their resources should be made to pay a large percentage for developments such as schools , hospitals, roads etc. in the countries from which they gained their wealth. The money should not be handed over to our corrupt politicians but rather kept in a pot and released to the Contractors involved in the projects as work verified as completed payment certificates whuch are presented for payments. The Contractors should have 90% local labour and 5% local Management with only 5% foreign workers at all grades.
This I think will readdress a lot of the injustices experienced by developing countries whose governments are so corrupt that they are not able to manage the nations they are put in charge of.
Individual Billionaires too should pay the 2% tax into the pot.

IF IT CAN BE PROVEN THAT THE SUPER RICH ARE RESPONSIBLE FOR WORLD INEQUALITIES THEN TAXING THEM A BIT MORE IS OK. IF IT CAN'T BE PROVEN THEN THE SYSTEMS SHOULD LEAVE THEM IN PEACE. THE BRIBERY & CORRUPTIONS AMONGST POLITICIANS ARE PARTLY RESPONSIBLE FOR GLOBAL INEQUALITIES. ALSO, THE EXPLOITATIVE POLICIES BY SOME WESTERN GOVERNMENTS ARE THE CAUSES OF GLOBAL INEQUALITIES. THEY CORRUPT THE GOVERNMENTS OF THE GLOBAL SOUTH TO HAVE THEIR RESOURCES FOR FREE OR ALMOST FREE…. THEY MANIPULATE INTERNATIONAL LAWS, REGULATIONS, MONETARY SYSTEMS….. SOME WESTERN NATIONS ARE KEEPING HUGE WEALTH & HUGE AMOUNT OF MONEY BROUGHT BY CORRUPT POLITICIANS FROM THE GLOBAL….. ALL THESE & MANY MORE ARE RESPONSIBLE FOR GLOBAL INEQUALITIES.
Increasing taxes is never a solution. They are always spent incorrectly by politicians and taxing the billionaires means taxing the poor and middle class. The billionaires transfer all taxes to the consumers
