Hamas dressed as civilians. Not as Military soldiers. Hamas could move without being known. It could simply melt into the other civilians. A very difficult War for any Nation to fight. The Israelis could not melt into the civilians, even if they dressed as civilians.

an interesting discussion is how the international community could help run free and fair elections in Gaza. Where a political party is armed, and ordinary citizens are mostly afraid to speak out, normal elections are impossible. Where corruption is rife how can corruption be eliminated what ever party wins an election
