  3. What a stupid question, of course we need to be inclusive and allowing small parties to participate is fundamental. In pr systems, you typically get coalition government. This is successful all over Europe. Just because it's unfamiliar to us doesn't make it a bad option. The more popular positions will yield the larger parties that will form the core of a governing coalition. The coalition means more views are represented in the executive. Reforms that try to block smaller parties are aimed at favoring the vested interests instead of voters representation.
